In the EC we would like to be challenged on our knowledge – and certainly also challenge back. Therefore, we have prepared a proposal for a project where you / you help to move the technology all the way it makes sense – for all Danes.
- How can digital solutions be used to involve citizens in the public value chain in future municipalities?
- How is the process of co-operation technologically supported today and how can it be supported in the near future?
- Where are the biggest potentials seen? What characterize the greatest successes in connection with digital practice (best practice) and what is characteristic of cases where it has barely gone so well?
- Can robotics (eg software robots) help to support the collaborative process, eg by auto-directing citizen referrals to the relevant administrations, and can imagine situations where the use of Big Data driven by citizens and stakeholders can be used to qualify policy and decision-making processes in the Danish municipalities?
Over the last 35 years, the public sector has been exposed to wave following wave of change theory, which has been aimed at changing or re-configuring work processes and working methods. In the 80’s there were Total Quality Management and Business Process Reengineering . In recent years, Six Sigma and Lean have been at the center. The common goal of these initiatives has been to make the public sector less costly and more effective.
Efforts to improve efficiency continue in their classical form, emphasizing principles of competitiveness of public sector sectors and creating market-like incentives for public employment, while also seeing a new trend. A megatrend if you want to.
Co-Creation . In Danish society . The concept of co-operation means that the public sector opens up its value chain to the citizens and interest groups it serves to service and service. As a result, employees in the public sector and citizens jointly create the values (Value Propositions) that will characterize the public sector’s institutional design and service.
Ideally, the co-operation process should have the dual effect of reducing public costs and increasing the satisfaction of citizens who are public service recipients.
The use of co-operation in Denmark
A study from the Ugebrevet Monday morning from the end of 2017 showed two spectacular things in relation to the municipalities’ use of co-operation. Firstly, the number of municipalities that ask their citizens for help when making decisions on policy areas has risen sharply since 2013. Three out of four municipalities are now asking their citizens for help and inspiration for everything from urban development to older policy to children and young politics while it was every tenth in 2013. Secondly, this process of co-operation does not take place when decisions are taken that one might be supposed to believe, but so early in the process that real influence is given on the content of the decisions.
No systematic study of the use of technology in connection with co-operation
Although the use of technology in connection with this development seems obvious, no systematic study in Denmark has been made of how technology is used in connection with the co-operation and what (economic, cultural and democratic) potentials associated with the full digitization of samskabelsesprocessen. There are many international examples of how technology in conjunction with co-operation is used to optimize the public sector and create qualified inputs for the implementation of policies.
In many countries (including UK, US and South Korea), so-called e-petitions are used. Typically, a citizen or interest group can publish a proposal through a digital communication platform designed for it. The proposal will be active for a period, such as a year. If a pre-defined number of citizens (eg 50,000) supports the proposal, the proposal will be further processed.
There are also more earthly examples of co-existence. Boston’s citizens have since 2008 used a mobile app to report everything from holes in the road, graffiti on the walls to broken signs. There are similar initiatives in Denmark, but in Boston you have gone a step further. Here, citizens who have notified injuries or problems receive direct message through the app when the fix has been made, even with a picture of the fix.
In Beijing, Big Data is used to detect pollution so that the authorities can intervene well in advance of the problem. Citizens are requested to report their observations to an open source database. The authorities can then combine the many thousands of inquiries to see if there are tendencies that require action. Similar initiatives are seen in the United States in the states of Minnesota and Wisconsin, where over 1,400 volunteers have committed themselves to continuously measuring water quality and reporting their observations to a database monitored by the state’s pollution control to monitor the potential for pollution in drinking water and watercourses.
These examples are just a few of the many that technology helps to support co-creation.
